European Court Formulates Online Gambling Guidelines
European Court Formulates Online Gambling Guidelines By: Adam Baker, Friday July 13th 20120 Comments   Email   PrintThe recent European Parliament statement of intent on online gambling seems to have galvanized some action. This week there is news from the European Court of Justice (ECJ) and the European online gambling regulators meet. The ECJ decision came in connection with the rejection by Austrian authorities of an advertising permit application submitted by a casino operated in Slovenia. The court ruled that a European Union (EU) Member State cannot prohibit gambling advertising from another Member State merely on grounds that the protection guaranteed in that Member State is not identical to the domestic rules. What is more important is that the ECJ provided clarifications on how Member States must address cross border gambling advertising. The ECJ differentiated between levels of protection and exact rules. If an online casino from another Member State wants to advertise in a given Member state, then the level of protection against the risks of gaming in the Member State of the online casino must be equivalent to that in the Member State where the advertising is to be done. However the rules in both Member States need not be identical. Despite the verdict of the ECJ, it is difficult to assess the levels of protection to consumers when the rules are fragmented. Such fragmented rules may be good for lawyers, but they are not in the interest of consumers. The European Gaming and Betting Association (EGBA) pointed out that this ruling again highlighted the need for harmonization of online gambling laws in EU States. The EGBA also stated that the Responsible Remote Gambling Measures set out by the European Committee for Standardization, which are followed by its members, surpass the requirements set out in national gambling legislations. France, Italy, Portugal and Spain are four mainland European countries that have established a regulatory mechanism for online gambling. The regulators from these four countries met with a view to foster operational cooperation. In the meeting there was agreement on the shared objectives that included protecting consumers against fraud and criminal activities, preventing addiction, assuring the integrity of the game and fighting illegal gambling. In furtherance of these objectives a regulatory strategy was formed between the four countries for information exchange in the case of operators who are licensed in more than one jurisdiction, the fight against illegal operators and improved information on the protection of personal data. The regulators also discussed the possibility of a shared liquidity in certain games between the four countries. The regulators agreed to extend their cooperation to other European countries that espoused similar regulatory principles. The next meeting has been scheduled in Paris towards the end of the year, when strategies and discussions will move forward in greater detail. Derby Dollars Wins At Rushmore Online Casino
Derby Dollars Wins At Rushmore Online Casino By: Adam Baker, Thursday July 12th 20120 Comments   Email   PrintA player at Rushmore online casino named Carmel H from the United States won an amount of $10,606.50 wagering on the slot game Derby Dollars in June. With the possibility of the Triple Crown being won in the Belmont Stakes in June, the horse racing themed slot game Derby Dollars drew a lot of traffic that month. Carmel continued with wagering on Derby Dollars in July and was rewarded with an even bigger win of $24,673.50. Derby Dollars is a simple online slot game. The horse racing theme is depicted by appropriate graphics. The reels are set in the background of a lush green race course. The symbols are related to horse racing and include binoculars, trophy, horse, jockey and elegantly dressed lady. The horse is the wild symbol and offers a jackpot payout of 3,333 coins. The Coin is the scatter symbol and triggers up to 25 free spins when two or more coin symbols appear scattered on the reels. The payouts are tripled during the free spins. Derby Dollars also offers a randomly triggered progressive jackpot. The biggest win at Rushmore online casino in July so far was not on Derby Dollars but another online slot game titled Enchanted Garden. Kathryn S also of the United States won $29,617 wagering on this slot game. This game is richer in features than Derby Dollars. The fairy is the wild symbol and it appears only on reels 2, 3, 4 and 5. But the payouts are doubled when the wild symbol helps make winning combinations. The garden related symbols are unicorn, butterfly and dragonfly. The fountain is the scatter symbol and awards scatter payouts. Seven free spins are triggered when the fountain appears on reel 1 and the fairy appears on reel 5. During the free spins if three or more symbols have a firefly in the background then each such symbol will award up to three additional free spins. Erik E is obviously an ice hockey fan because he was wagering on the online slot game Hockey Hero. Erik won only $4,947 in July, but if he perseveres, like Carmen did, then bigger wins will come in the future. Hockey Hero has symbols like goalie, umpire, trophy, mask, puck, skates, tickets, peanuts and beer. The player is the wild symbol. It appears on reels 2 and 4 and doubles payouts. The penalty box is the scatter symbol and triggers 18 free spins. All the peanuts symbols are removed from the reels and a clock symbol is added to reel 1. After every three free spins another symbol is removed and another clock symbol is added. If two clock symbols appear simultaneously on the reels the free spins are prematurely aborted. Rushmore online casino is powered by Realtime Gaming and is licensed in Curacao.
